SLA'S FOR IT AND SERVICE CONTRACTS (a new way of thinking)
Service Level Agreements can be much more useful than the standard of using a government Quality Assurance Surveillance Plan (QASP), sometimes simply referred to as a Quality Assurance Plan.  The Federal government is really behind the times when it comes to quality assurance, for only those in the IT field have seen fit to use Service Level Agreements in their RFP's.  It is high time for the federal government to get with the program and use both an SLA and QASP to be a best practices.  If a contract is written and negotiated correctly between the parties, and incorporating the right critical elements of a contract, an SLA can promote joint cooperation between the customer (the Government) and industry (the contractor) providing better and more efficient ouputs through improved issue determination, and problem analysis. When you think about using an Service Level Agreement (SLA) over a Quality Assurance Surveillance Plan, you should always do both.  The FAR requires use of a QASP when using a SOW or PWS, but the FAR does not require use of an SLA.  All parties to service performance should make use of a Service Level Agreement, as well as, the required QASP in their contracts, but at the same time, make sure you negotiate your SLA to make it workable, mutual, more efficient and cost-effective for both sides.  You'll be happy you did. A well-written SLA that is properly negotiated will become an actual enforceable part of the awarded contract which all parties will be bound to live within. The above document is used by an agency to provoke a better agreement from vendors as part of the RFP process, and thus ends up being negotiated and a binding part of the resulting contractual agreement, whereas a QASP is not, and only serves to provide a guideline for CORs to follow when performing QA on
contractor work.  Anytime and for any service contract (not just IT) you can get contractors to commit upfront to minimum binding standards that must be met an agency is better off than having no SLA in place.
