SLA'S FOR IT AND SERVICE CONTRACTS (ARE THEY REALLY BETTER THAN QUALITY ASSURANCE SURVIELLANCE PLANS?)
Service Level Agreements can be much more useful that a government Quality Assurance Surveillance Plan.  If written correctly, incorporate the right critical elements, they can promote joint cooperation between the customer (the Government) and industry (the contractor) providing better and more efficient ouput. When you think about using an Service Level Agreement (SLA) over a Quality Assurance Surveillance Plan, always do both, but make sure you negotiation your SLA to make it workable, mutual, more efficient and cost-effective.  You'll be happy you did. The above document is used by an agency to provoke a better agreement from vendors as part of the RFP process, and thus ends up being negotiated and a binding part of the resulting contractual agreement, whereas a QASP is not, and only serves to provide a guideline for CORs to follow when performing QA on
contractor work.  Anytime and for any service contract (not just IT) you can get contractors to commit upfront to minimum binding standards that must be met an agency is better off than having no SLA in place.
