Course Description: This class helps ensure that COTRs receive greater insight and capability essential from the very start. This 5-Day class is focused from the very start to level-up all participants' understanding and insights into government contracting so they can both monitor and solve contract management issues, correctly documenting and presenting issues to the administrative contracting officer.  Particular attention is placed on developing Performance Based Acquisitions through better understanding of the PBA process, proper purchase request requirement documentation, submittal and involvement with contracting staff, as well as, better and more detailed communications with contractors, auditors, contracting officers and others involved in government procurement.

About your Instructor: Mr. Robert Knauer is a superb acquisition instructor, having years of experience as a contracting officer (CO), administrative contracting officer (ACO), contract specialist, contract negotiator, and having been a professor of contract management for the Defense Acquisition University (DAU). He has taught for a diverse group of agencies including: OPM, GSA Graduate School, ESI International, Golden Gate University, FAI, A-76 Institute, the Performance Institute, and his own firm, The Acquisition Institute, Inc., as lead instructor and fonder. He is certified by the Navy, OPM and DAU as a professional platform trainer, train-the-trainer, and has met all learning competencies of the FAC-C level III, DAWIA Level III in contracting, and FAC-COTR prior to his retirement from the federal government in January, 2007. He holds the prestigious CPCM certification by the NCMA and CPPO by the NIGP. His firm provides custom-tailored, just-in-time training, facilitating and consulting services to enhance the successful performance of federal acquisition, programs, and projects.  Recently he supported successful RFP development and award for the FAA ATO program by implementing a performance based consolidated acquisition where he consolidated eight national contracts into one national IT service support contract awarded in 2008. He understands how to achieve successful performance acquisition management implementation in a cradle to grave process-as a primary policy of OMB and most agency acquisition policy. Mr. Knauer has authored three guidebooks: 1) The Guidebook to PWS & QASP Development, 2) A Guide to Competitive Sourcing for Contracting Officer, and 3) The Post Competition Accountability (PCA) Guidebook.  Over the last 15 years, he has been a requested speaker and presenter at GSA's National Conference, The Performance Institute, FAI's Summits, The Federal Acquisition Summit, and various NCMA and Ethics forums, focusing on performance based accountability and ethics.
